ACCESS
Eliminate the funding and legal barriers so qualified treatment providers can serve clients in need. End protectionist policies for specific governmental providers.
CAPACITY
Expand the capacity of the behavioral health system to help address the behavioral health crisis crowding emergency rooms, jails, treatment facilities and the state hospitals. The current capacity cannot serve everyone in a timely manner in part as a result of state policy that limits providers.
CHOICE
Publicly funded healthcare should allow some degree of consumer choice. Three KanCare managed care companies provides consumer choice and that principle should also apply to an individual's behavioral health choices.
OUTCOMES
Because Kansas does not currently take full advantage of the qualified resources available, and due to funding limitations, providers and managed care companies can struggle to demonstrate success, great performance and high quality outcomes in some ares of the state. Providers and managed care partners must be able to access all the appropriate tools necessary to serve Kansans.
